Hi
I have 1811 router.It has FastEthernet and Dial up Interface.I want to use this router to connect to Internet via FastEthernet as Primary Connection and if this fails I want to connect to INternet via Dialup Interface.Is there a way to achieve this configuration other than IP SLA ?

Are you doing that over ISDN or T1?
If you have dialer interface, you can use the backup keyword for this.

It would be ip sla with a tracking object or EEM with tracking the sla operation

I know how IP SLA works but EEM ?can you please elaborate or provide link

I would say the easiest is to use object tracking with IPSLA.
EEM would involve a more complex configuration.
