I am receiving this alert from my publisher server RTMT-alert notification

At 13:31:32 on 10/16/2009 on node 10.XX.XX.XX.

Tcd Server heartbeat rate below 24 beats per minute.

Current heartbeat rate is 0 beats per minute.

I found a post online, which indicated that this error/alert is caused by the CCM.exe process, not receiving enough cpu time, the post also indicated that this problem could be caused by a hardware failure.

Can someone tell me how I can go about finding out what the root cause of this problem/notification could be?

Heartbeat confirms that tcd.exe as a process is getting CPU time and further it confirms that a few critical threads inside tcd.exe are getting processing time.

You may open a TAC case fur further investigation
