Can MOH be configured on Cisco 3845 gateway to be used from Cisco call manager 7?

Yes subject to a few caveats.

The 3845 must be licensed for SRST and the MoH must be streamed using multicast.

Typically streaming MoH from a router is used for remote sites where you either do not multicast support on your WAN or you do not want to waste WAN bandwidth transmitting MoH.
