IP Phone softkeys lost/don't chang with phone state

I have a customer who is having random IP Phone soft key issues. They have 7975 and 7965 phones, and I just updated their UC520 to the 7.1.3ea support pack.

When they take an incoming call, the softkeys along the bottom of the phone don't follow along with the state of the call. So they are on an active call, but the softkeys along the bottom still show 'new call, redial,etc.' and the user is unable to transfer, hold, etc.

Is there anything specific I can check for this issue, or a way to force the softkeys to change? the phoneloads should be current since im on the newest support pack (8.3.5 or something like that).

I have this problem too.

create cnf-files

reboot the phones. 

See if there is a change.
