Can see DHCP binds, but cannot ping internal hosts that are bound. Nor can I ping static hosts.

Hi, If you are trying to ping machines that are running on Windows XP, you will have to permit ICMP on the XP Firewall.
For test only you can disable firewall on the Windows machines and try to ping them.
