Some phones not getting correct time after DST

I'm running CUCM 6.1.2.100-13. After Daylight Savings Time on 11/1/09 about half of my phones have the correct time and half don't. If I add a new phone (any type) it gets the correct time. If I delete a phone out and add it back in it will get the correct time. A reset to the devices does no work.
