What action generates the utm.log_backup file in LMS 3.2 on Windows? Does it happen once daemon services are stopped and restarted?

Yes, and it also is regenerated when it reaches its max configured size by the UTManager process.

The default is 1000000 bytes. This is configurable in the NMSROOT/campus/lib/classpath/com/cisco/nm/cm/ut/utm/properties/utm.properties file.
