Questions on policy-maps

I'm looking to configure policy-maps to implement bandwidth levels and I had a question:

Using police command, what does the burst subcommand actually affect? Is this the amount of bandwidth that can exceed the average rate?

the burst can be seen as an additional buffer expressed in bytes to handle some packets in excess to rate.

It indirectly determines what time period is being used to measure the transmission rate. Realize a policer (or shaper) allows traffic at full link/interface bandwidth rate, the CIR (and/or PIR) is based on an amount of bits transfered during some time period.
