poe inline power flapping

What could cause the following to happen? This is occuring on 3 separate switches connecting non-cisco ip phones.

I wonder if you are being affected by this bug:

Please note, the version you are running isn't listed under the affected version but one never knows as there isn't an indication the fix was included on SE3.

Try the shut | no shut routine and see if it helps...

Sounds like the phones do not like CDP. Is CDP enabled on both the switch and the phones? Have you tried to set the power level required of the phone?
