SRST with Connection 7, getting unknown number

Hi, my CUCM,Connection and MGCP GW are at lan environment, don't have any PSTN/PRI connections at GW. Phones are getting registered with SRST router when shutting down CUCM switchport, but don't getting voicemail access while pressing message button. Have issued 'voicemail xxxx' at 'call-manager-fallback' section, any idea?

But getting unknown number tone while pressing the phone message button. Any idea?
