Problem with voice mail pilot (UNITY)

We are configuring CISCO Unity connection, In the same my VOICE mail port is registered with Unity server. I am also able to dial voice mail port no from my phones & get proper prompt of voice mail. But when i am dialing voice mail pilot no. from any phone it is showing "High traffic please try again".

Are all the voicemail ports assigned to a Line Group and the Line Group to the Hunt Pilot?
