SPA9000 cfna to hunt group

I have a SPA9000 (FW version 6.1.5) that is configured with two hunt groups: 5001 and 5002. They are both set to ring all configured extensions at once, however, when the 14 seconds ringing on 5001 finish, the caller gets the Busy tone.

I have tested dialing 5002 from a handset and it works just fine.

Here is my config:

SIP:

Hunt Groups: 5001:name="SalesOffice",152,157,161,hunt=al;14;1,cfwd=5002|5002:name="FrontOffice",160,159,hunt=al

AA Dial Plan 1: (150|152|153|154|155|156|157|158|159|160|161|162|5001|5002)

Phone Dial Plan: (<*97:vmm>|1[5,6]x|5001|5002|9,xxS3|9,xxxS3|9,[1-9]xxxxxxxxS0|9,xx.|[2345678]|[2345678]x|[2345678]xx|[2345678]xxx)

Contact List: 214150:150|214151:151|214152:152|214153:153|214154:154|214155:155|214156:156|214157:157|214158:158|214159:159|5001
