Can an inbound pstn caller to a voice gateway receive a busy signal if the end point ip phone is in a different location and call admission has been instituted across locations?

You need to tell what you use for call control, is this CME? CUCM? version?

Yes, configure the GW in locationA, the other phones in locationB.
Set the the codec between regions and the calculate how much BW to configure in the locations.
If the call from GW is the N+1 call supported with the BW it will fail and receive reorder, in case it was an ip phone you'll get a message explaining there is no BW.
