Running on a Windows 2008 (with SP1) system. The system was running properly until someone tried to run a script they had been using on the previous LMS 3.1 system. Now the daemon manager will not start, and the dmgrDBg.log file has the following entries:

Short of rebuilding the system from scratch, how can I identify what is wrong and how to fix it..?

What does this script do? You might try running NMSROOT/setup/support/resetCasuser.exe to reset the casuser password and security settings.

The issue was not the password, but the security settings. It seems someone decided to remove the assignment "Log on as a batch job" from the CASUSER rights... The script itself is a simple perl script that calls DCRCLI to perform additions or deletions...
