The two reasons that come to mind immediately are:
It would be entirely unsecure and would require you to expose your UCM servers directly to the Internet.
Cisco Unified IP phones do not perform STUN or other NAT/firewall traversal. You might have difficulty getting the phone to function properly outside of TLS or VPN tunnel.
