In an environment of Cisco IPCC Express Premium, with two IPCC server and Phone-Based Agents, is there any way of automatically recover the service when one IPCC is down?
Let me explain more accurately. With Cisco Agent Desktop, software detects the fail of the main server and the agent login in the backup server automatically. But with Phone-Based Agent we need to define two separate services.

Your only other way of doing it is to use a load balancer with a virtual IP address for IP Phone Agent. The load balancer, such as a Cisco ACE, would monitor the servers and proxy the connection to the server that is in service.
