Lock it web access you mean? If so, this is there by default (authentication challenge).

Same question.

I would like to lock some 7961s and 7911s with a password, so that when the user leaves the desk, no one else can use the phone.

If you don't use Extension Mobility, you do not have a choice.

You could use Office Manager to temporarily restrict call permissions and disable voicemail for that user:
