Arabic Directory cannot be displayed on Users with English Locale

We are currently using CCM 6.0, Our Users Directory is in “Arabic”, for users with Arabic Locale we can check all Arabic names from the directory but all users with English Locale cannot & names are displayed as [][][][][][].

Any solution or suggestions in order to resolve that issue.
