QoS on 3550 - Unexpected drops

I have applied a policy (ingress) on some of my access layer switches in order to classify and mark traffic out at the access edge.  I am also using a policier to mark down traffic in the default class; marking down to CS1 anything that exceeds 3mbps.  The policy has generally been working fine but I received a complaint from one of our security personnel who views surveillance video on his PC via a client that remotes a Video DVR system.  I tracked down the port and noticed that there were drops on the qos statistics and they were incrememting.  I removed the policy and the problem cleared up immediately.  My thinking was the policier would only mark down traffic, not drop anything.  I cleared the mls counters and put the policy back and right away the drops started happening again.  Any suggestions would be appreciated.

which class would the survelience video traffic fall under ?

You have two classes " VOICE-BEARER-CM &  VOICE-SIGNAL-CM" have drop action.  You did not post your ACL or the video survialence traffic. I suspect that the video suvelaince traffci is matched by one of these classes before it hit the class-default.
