LMS is only able to automatically collect configs when one exits config mode.  This is because exiting config mode causes a syslog message to be generated (%SYS-5-CONFIG_I for IOS devices) that LMS knows to be a config change message.  LMS will then fetch the config, and compare it to the latest archived version to see if it is different.  Simply entering enable mode would not generate a syslog which LMS knows to be config-change related.
