Emergency Responder 7.1 Active Call Timeout value

Hi, I am doing pre-deployment testing of my CER 7.1(1) install and I noticed that callbacks to the ELIN continue after the timeout value of 180 minutes.  I was expecting to get a busy signal caused by an unallocated number.

It also doesn’t have to be a recently used ELIN.  If I call any of the configured ELIN translation patterns, the call is routed to the last phone that made a 911 call. 

Is this working as designed?

Note: I am testing the CER install running in a virtual machine with all the production configuration.  We are waiting on hardware to ship, which is another story.  The MCS server overview document with the OEM server specifications show the DL380-G6 part number AX691A as a supported server for CER, but the release notes for 7.1(1) do not. :-(
