IVR works for some IP Phones

I have call manager 4.x and Unity 4.x . I have set up the IVR in Unity 4.x. Diallling an extension directly in the IVR only works for some phones. The extensions that do not work give a recording from the IVR saying " I do not recognise that as a valid entry" others recording give "extension xxxx is not available record your message at the tone ...."
