Guiseppe's right.  WS-X4013 will only run at CatOS.  You need the WS-X4013+ to run Cisco IOS.

check with sh module what kind of supervisor you have as noted by Leo.

Leo: the sh module was from my device we don't know the original poster what supervisor has in his chassis

yes you can  only upgrade to last CatOS as we did in our device. this specific supervisor model supports only catos
