sip 3911 ip phone problem with cue

We have a callmanger version 7.0.2asu2 and unity express 7.0.3

We have connected 50 sip phones 3911 version 8.1.4a and 10 7940 ip phones.

When the users call at the voicemail pilot form the 3911 phones 80% of the times the call does not succeed. The call is forwarded on the Cti ports but nothing else, the call is accepted by the voice mail.

When the users call from the 7940 phones there is no problem accessing Cue.

I do not think that cue has any problem...

Can you please advice, of any action that will resolve this problem.
