I was given a cisco 1721 router, and when booting up it crashes due to an ISO that was installed. The router does not have enough memory to load it. How can the ISO be removed in rommon mode, and an install an ISO that a its memory can load?

Did you use the command dir flash: to see if the IOS exists on that router ? you can issue this command from rommon mode..
if you are on rommon and you dont have valid IOS, you need to use the xmodem procedure as shown below:
