Setting up site-to-site VPN independent of Peer IP

Hi,

Am a newbie/non-tech evaluator of Tech. I am trying to make my s-2-s VPNs independent of my Peer IP. The goal is to make my VPNs independent of my ISP. I am looking at the option of getting my own IP addresses thro APNIC, but that is not very easy.

Is there a way for me to set it up with my Domain Name instead? That would resolve easily enough on any Public DNS.

Do ASA firewalls and other firewalls support such VPNs?

Would appreciate pointers.
