The only encounter I had with this was a mistake made by my sales staff ordering the wrong type of AP and when I contacted Cisco they told me I had to do a RMA ... this was for LAP-1131's though
No, it is not possible to change the regulatory domain of an AP. That is hardcoded into the radio. You will need to exchange the one you received for one with the correct regulatory domain.
