I have cisco ip phone model 7911 which static network configuration in remote site , i want to change network configuration through web access of ip phone

U can't do that with web interface, either u have to manually change the network configuration settings from the phone after unlocking it or from the DHCP server in the network the IP phone locates.

Only way to do this remotely is by using some 3rd party app like this:

Phone Remote.

Otherwise, is going to where the phone is and doing it manually.
