One can start two Apaches simultaneously as long as they are listening on different ports.  However, it is not supported nor recommended to install LMS and WCS on the same server.  That said, you could install them both on different VMs on the same physical server.  This way, there would ne no conflicts.  You would just need to make sure the VM server has enough resources allocated to both VMs for each product.
