Hi
I would like to have the modify the softkey template to allow a call to be transferred when the dialed number rings, the options which are available are ring
How do I change this?

You cannot transfer a call unless you answer it, the only option would be to use idivert which send the call to VM.
If you want to transfer while ringing to anything else but VM that's not possible, that's why the transfer softkey is not available on that call state.

This feature is was available with Call Manager release 4.1 and also 6.0, is there a reason for this change?

It has never been available, there is no transfer softkey on ringing state
