Is there any way to have a 7965 refresh it's backround images at a set interval? Or at least check in to the UC for an updated image at a set interval?

No there isn't. You can update the "idle" image by configuring an idle url under telephony-service.

When is the idle url shown? When no incomming or outgoing calls are happening?
