Did you solve this already ?

I have today the same issue with the same type of switch , i have the WS-C3750G-12S-E version which needs IPSERVICES or ADVANCED IPSERVICES IOS since it is the E version , now someone copied a IPBASE IOS file to the flash................... this IOS is not for the E version but for the  WS-C3750G-12S-S verion switch, happely there was also the orginal image that came with the switch from Cisco so i removed the IPBASE ios from inside the boot mode and my switch booted again. (see log below)

I see that you have only the IPBASE image , you can use xmodem to copy a IPSERVICES image to the switch in case you have a WS-C3750G-12S-E switch

I had the same problem. I installed a new WS-C3750G-12S-E and upgrading an existing WS-C3750G-12S-S to enhanced image. The IOS version on the new switch was c3750-ipservices-mz.122-35.SE5.bin. The upgrade on the disk from Cisco was an early version. When the WS-C3750G-12S-S was added to the stack and upgraded, the switch went into the infinite loop. Remove from the stack, delete 122-35.SE5 and loaded the old IOS and it booted successfully. I had to use a later IOS than 122-35.SE5 to upgrade the boot loader. Once the boot loader was upgraded 122-35.SE5 load successfully.
