I am doing a new install and one of the features the operator was able to perform on their old PBX system was to transfer a call while the number is ringing.

I know Cisco does not support this, however the customer would like evidence from Cisco that this feature is not supported. Also how would I initiate a request to Cisco requesting that this feature be supported in a new release

If you're looking for a doc there is none.

The proof is that the possible actions you can use with a call are listed under the softkey layout per call state. If they're not listed there, how could you possible configure them?? You do not get the transfer option for ring in.

If that's not good enough, then explain them how transfer works in Cisco.

You put a call on hold and then start a new one..., how can you put a call on hold when you haven't even answered it??
