what version of windows 7 is it?  64 bit or 32 bit ...  If 64 you will not get it to run you will have to go to the anyconnect client or what about a month and cisco will be releasing the 64 bit ipsec client.  If this is 32 bit version I have gotten version 5.0 working with it but if you have UAC enabled then you have to run the setup as admin.
