Your Sup II supervisor module is one that does not support the WS-X6748 module. See http://www.cisco.com/en/US/prod/collateral/switches/ps5718/ps708/prod_bulletin0900aecd800f6e27.html which states, in part:
"Note: This module is supported only on the Cisco Catalyst 6500 Series Supervisor Engine 720 running Cisco Catalyst OS Version 8.1.2 or Cisco IOS® Software Release 12.2(17a)SX (available in the next few months) and future software releases."

Hi,
WS-X6748-GE-TX requires sup720. Please refer the link for modules and supported supervisor.

Hi,
Most likely that module is not supported with the Sup you have.
Have a look at this document for more info:

Hello Jeff,
as explained by colleagues you cannot put a module 67xx on your chassis that has a sup2/MSFC2
there is no way for that linecard to talk with your sup2/MSFC2 as a result of this the module is powered down.
67xx expects to talk using switching fabric 720 Gbps that is present only on sup720.
to be noted sup720 has to be installed on slot 5 or 6 for this reason (the presence of the switching fabric)
Sup2 is installed in slots 1 or 2.
you can install CEF256 modules if you install in slot5 a switching fabric version 2 the card is named SFM2.
Hope to help
Giuseppe
