Backup failure LMS 2.6 (ERROR 686)

Hi,
When trying to do a backup I get the followoing error:

/cygdrive/d/PROGRA~1/cscopx/bin/tar: Error exit delayed from previous errors
ERROR(686): Cannot create or back up tar file. Backup cancelled. Verify that you
have write-access to this directory.
Backup failed: 2010/02/18 12:03:17

I set set BACKUP_OFFLINE=YES in NMSROOT\conf\backup.properties but the problem persist.

I am following the steps Remote Migration From LMS 2.6

The daemons must not be shutting down properly, or something other than an LMS process has this README file opened for writing. You might try downloading Process Explorer from http://sysinternals.com, and seeing what process has that README file open. Stop that process, then try the backup again.

Do you see anything open in the NMSROOT/campus/etc/users directory? According to the log, something is writing to the files in this directory.
