66% speed drop across Cisco CVS 4000 router

We have a Comcast business class cable modem over which we measure 60 MBps download speed via Speedtest.net.

When this is connected to our new Cisco CVS 4000 router, the speed out of the router drops to 20 MBps, measured the same way and with no other load on the system.

What is going on here and how to proceed?

This is the first of these routers that I've worked with.

Cable Modem (60 MBps) ---> Cisco CVS 4000 Gigabit Security Router (20 MBps) ---------> Apple Airport Extreme Base Station ----------> Wireless Network (20 MBps)

Do you mean a Linksys RVS 4000 ?

These are for home and kind of old already. With such an fast line you should use a very minimum of  881,1841 or better, 1941.
