Within Callmanager 6.1.3, does ip communicators require anything in addition to the 3 DLU's per ip communicator.

I assume you mean with respect to having valid licensing. As in, you won't get into trouble if Cisco audits you. If you are using CUWL then (depending on the level of CUWL) your CIPC software is licensed. If you are not using CUWL and are using "a la carte" licensing (just straight DLUs) then you need to purchase the CIPC software. You need to purchase as many units as you will have people using the software.
At least that is my understanding.

This is from my experience. Each standalone CIPC device requires 3 DLUs. If it is part of another device with Primary device set, it requires only 1 DLU. Other than that, I don't know if seat license for callmanager is needed or not.
