Is it possible to create an ACS account to permit end users to view only Campus Manager network topology map?

Yes, but only in LMS 3.2. You must first set the following property to true in NMSROOT/campus/etc/cwsi/ANIServer.properties:
Topo.ACSAuthorizedView=true
