CME Outbound Calling Issue

I have a CME with 4 FXO lines and I'm having a recording saying "We’re sorry. The service you are calling can not be reached by this method" every now and then playing to my users while making an outbound call. I have watched the voice ports and they are available but I will still gets this recording. Has anybody heard of this issue???

I have posted my config to see if there are any issuses within.

I have this problem too.

This issue was caused by the AT&T circuts. The recording itself was being played from the CO or sevice provider. Not a CME issue at all.
