IP Communicator not dialing to PSTN

Hello all,

Another strange issue.  I upgrade my router IOS from 12.4-4T to 12.4-15.T6 and now IP Communicator seems to have issues dialing out to PSTN.  Is the only change that has been made to gateway.  IP Communicator is version 7.  I am using CUCM 6 and a 3745 router with FXO as an h.323 gateway.  The strangest thing is that the IP deskphones work fine, both 7960 and 7940's dial out to PSTN perfectly.  I am including sections of my router config that deal with dial-peers, as well as attaching the dial-peer debug information from the router, one is for a failed call to a PSTN number from IP Communicator and the other is a successful call to same PSTN number from 7960.  Maybe I am wrong, but even though 7960 is making it outside to PSTN, looking at the debug output, it seems that something is not happening quite right.  Also, when the IP Communicator dials out to PSTN, the PSTN rings quickly, no CallerID shows up and rings only once.  The IP Communicator device then goes to a regular slow busy signal as if the dialed number was busy.  Are there different settings I need for configuration of the voice-ports or dial-peers in the router with the new version of IOS?  I'm unsure, any help is greatly appreciated.  Thanks in advance.

Also, the string I am dialing from both phones is registering under dial-peer 205 (as it ought to be).

Do you have IPC configured to use low bandwidth codec? If so unmark it and call should be ok.

No, IP Communicate os not set to low-bandwidth mode, thanks for the quick response however.  I believe it MUST have something to do with the IOS and the dial-peers.  Perhaps CUCM's handling of them, although can't see why that would be.  For testing purposes, I setup a SIP trunk from CUCM to the router and modified dial-peer voice 1000 voip to such:    

dial-peer voice 100 voip

preference 1

destination-pattern 1000

session protocol sipv2

session target ipv4:172.16.0.2

session transport udp

dtmf-relay rtp-nte h245-signal h245-alphanumeric

codec g711ulaw

no vad

as well as added:
sip-ua
sip-server ipv4:172.16.0.2
to the router config, THEN IP Communicator dials outbound to PSTN.  However for some reason voice quality is not as good with SIP, especially on the 7940/7960 IP Phones.  Again, this artifact just started occurring post the IOS upgrade.  Strange...  Any thoughts, please share.  Thank you again.
