I have a UC540 running an eval license. I installed two 8 user licenses but they show inactive. I want to use those license since the eval is about to expire. Any ideas?

A couple of things you can do. One would be to go into CCA and deactivate the eval license. That would activate the 24 U license.
If you want to do it via CLI, try the following.
license modify priority uc-user low
