Hi Karthik,

IP SLA is what you need.

Response time between devices connected by gigabit fiber is neglible, and one does not even need to bother in measuring it.

A simple ping will give you real time statistics-

TD-SW1#ping 10.1.2.17

Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 10.1.2.17, timeout is 2 seconds:
!!!!!
Success rate is 100 percent (5/5), round-trip min/avg/max = 1/2/8 ms

According to Network World there is a free tool on measuring response time.  The link to the tool is Response Time Tool
