I have been doing some reading about EEM, and I would like to know if its possible put the tcl scripts on a TFTP server instead of putting them on the router's flash?

This is the code I used when the tcl script was on the flash:
event manager environment _email_from <router-mail@cisco.com>
event manager environment _email_to <test@home.com>
event manager environment _email_server <ip adddress>
event manager directory user policy "flash:/"
event manager policy sendmail.tcl type user

What changes do I have to make to put the tcl script on the TFTP Server?

No, you cannot.  Because of the security model of EEM, all Tcl (and IOS.sh) policies must reside on one of the device's local flash file systems before they can be registered with the EEM server.
