Hi,
My question is, is it possible to install an (2851 or 2951)router in one location and a (UC520) in another connecting them together ? the reason for that is that the UC520 with 8 users is cheaper than the smallest ISR router which is the (1862 Router).
and if yes should the both sites have the same version of the CCME ?

Yes this is possible and shouldn't be a problem.

This is not an issue, just make sure both devices have the latest IOS on them.
As long as you create VPN tunnels between the two devices they will talk, if you want to make calls between the two sites then you must add Dial-Peers in on both appliances so that way they know how to communicate with each other.
Keep this in mind though, the UC-500 can be programmed using CCA 2.2.2, however the 2800 can not be, you would need to look at using CCP 2.1 or command line, or you can use CCA to configure the UC-500 and make a copy of the config in TXT file format, make the required modifications to suit the 2800 and away you go :)
But what you are asking for is completly possible and have done it in more then one deployment.
