CUCM 7.0.2 DST wierdness...

OK so I have a 7.0.2 cluster with al legacy model phones (40s and 60s).  Yesterday they were all off by an hour due to the time change.  I changed them from ET(-5) to AT(-4) to fix this.  Now this morning they are off by an hour the other way?!

Is even this work around now broken?  Has anyone else had this issue?
