Ok.
I have a remote user and she uses a softphone. Obviously if the softphone is un registered snr will not work. Is there a way around this? I knoiw CFall is an option.

I'll assume you have CUCM 6.x at least, why not configure the CFUR to the user's mobile??
If IPC is not registered, calls will go to the CFUR destination.
