Admin rights within Call Manager 6.1

I need to set up a contractor on our IS Service Desk with restricted admin rights (very basic things, such as able to reset passwords, directory numbers settings) but none of the major admin items.

Is there a group built into call manager that I can use or how do I set up my own?
