Perhaps others will chime in here and add additional information, however as far as I know there is no way to disable the port.

Have you considered creating a 'dummy vlan' for the PC or using 802.1x security on the switch?  You can allow only the phone's mac address on the switch port and this would also keep someone from disconnecting the phone and simply plugging in their pc.
