Calls don't deivert to voicemail

Due to rapid expansion, a customer has run out of extensions and voicemail boxes on the Primary CME (3845 CME v7) with T1 / ISDN PRI. The DID blocks (there are 4 different blocks) are connected to the 3845 router.

We have setup a 2811 CME v7 (No T1 card/connection) on a different subnet with the necessary VoIP dial peers and et all to allow communication between the two CME routers in order to address the situation until the Call Manager Server is delivered in a few weeks time.

Inbound and Outbound calls from the 2811 extensions to PSTN as well as the 3845 extensions work fine.

Users are able to dial into the Voicemail system and initialize their voicemail greetings but calls do not divert to voicemail on the 2811.

When a call comes in from outside to the 2811 extensions, they time out instead of diverting to the voicemail when not answered. The 'call-forward busy' and 'call-forward noan' number has been set to the voicemail number which in this case is 9394.

Please note: if i add the 'call-forward busy 9394' and 'call-forward noan 9394 timeout 10'on the 3845 router extension say 3595 with a dial peer pointing to the 2811 CUE then calling the 3595 extension diverts to voicemail on the 2811.

calls from the 2811 extensions do not divert to VM.
